Ukraine's Foreign Ministry launches the world's first AI spokesperson - Victoria Shi

😎News - Ukraine's Foreign Ministry has unveiled the world's first AI spokesperson named Victoria Shi. 

Victoria will issue official statements and interact with the press on behalf of the ministry. This marks the first time in history that a digital spokeswoman, with human-like features, gestures, and head movements, has been deployed for such purposes.

🤔Why has Ukraine chosen an AI for such a significant role? 

  • Victoria Shi will serve a crucial purpose as Ukraine's AI spokesperson, providing updates on various issues concerning the country, including the ongoing war. In a teaser video, Shi stated, "I will inform journalists of news about the work of consuls in protecting the rights and interests of Ukrainian citizens abroad, responding to incidents or emergency situations and other news."

  • Ukraine's decision to create an AI spokesperson for consular issues wasn't just a random choice. According to Ukraine's Foreign Affairs Minister, Dmytro Kuleba, it was aimed at saving time and resources for the ministry. This move allows "real diplomats" to focus more effectively on assisting citizens and other important tasks, he clarified.

🤨Can it be trusted through? Yes. To combat digital interference, every original video featuring the consular representative will include a QR code. This code will direct users to a textual version of the same statement on the ministry's official page. Videos without this QR code or those accessed through unauthorized sites will not be considered authentic.

Google claims its new healthcare AI models, Med-Gemini, can outperform GPT-4

👨🏻‍🔬News - With the race for tailored medical AI models heating up, Google and DeepMind recently published a paper introducing Med-Gemini, a set of advanced AI models designed for healthcare tasks. 

And although still in the research phase, the authors claim that Med-Gemini outperforms competing models such as OpenAI's GPT-4.

🌟What sets Med-Gemini apart? Med-Gemini's potential differentiator, if proven effective in real-world settings, is its ability to understand the context and timing of symptoms, a challenge for current models.

For example, when a toddler has a fever and rash, the doctor asks which came first and how the rash spread. Answering these questions correctly can differentiate between a mild illness and a potentially life-threatening one. However, because of their multidimensional and time-related characteristics, these seemingly simple questions can easily confuse an AI model.

⚠️But the most important point here is... While Med-Gemini seems promising, its effectiveness in real-life clinical settings has yet to be demonstrated. 

U.S. official urges China, Russia to exclude AI, commit to only human control over nuclear weapons

☕News - On Thursday, a senior U.S. official called on China and Russia to join the United States and other countries in declaring that only humans, not artificial intelligence, should decide when to deploy nuclear weapons.

🕴🏻Insider's take - During an online briefing, Paul Dean, an arms control official at the State Department, emphasized that the United States, along with France and Britain, had made a "clear and strong commitment" to ensuring that only humans would have control over nuclear weapons. 

Dean, who is the principal deputy assistant secretary in the Bureau of Arms Control, Deterrence, and Stability, stated, "We would welcome a similar statement by China and the Russian Federation." 

He highlighted the importance of this commitment as a norm of responsible behavior, especially among the five permanent members of the United Nations Security Council (P5).
